Brown Bag Series with Professor Steven Howe

Steven Howe, Professor of Psychology at UC will be speaking on mental health issues, public policy, and the homeless. In 2009, Steve was given a career award by Division 27 of the American Psychological Association for special contributions to public policy, especially with respect to urban poverty, homelessness, and mental health.

Professor Howe will discuss six distinct system changes associated with either the emergence of homelessness as a social issue in the 1970’s or its perpetuation today:

  • Psychotropic medication and the decline of the institutionalized population
  • Changes in the doctrine of involuntary psychiatric commitment
  • The erosion of the single room occupancy housing market
  • The rise of and adverse reaction to the shelter system
  • The McKinney-Vento Homeless Assistance Act
  • Current holes in the system of state mental health funding and their interplay with Medicaid policy
