The SEC’s (Ill-Fated) Stock Repurchase Transparency Reform: A Missed Opportunity for Investor Protection
In May 2023, the SEC adopted new transparency measures designed to improve oversight of corporate stock buybacks. However, the new regulation faced immediate and successful challenges in court, prompting the agency to suspend its implementation in November 2023 for further cost-benefit analysis. Critics contended that the new regulation would offer minimal additional benefit to investors given the current regulatory framework. Despite this legal setback, advocates for the re-proposal of the regulation persist. This article shows that the new regulation would open new avenues of legal recourse for investors, fortify their claims that might otherwise be dismissed, and unlock corporate records for inspection that were previously inaccessible. The new regulation would enhance investor protection and market integrity. Read the paper in our Repository!
About the Harold C. Schott Lecture
Annually, the College of Law recognizes the distinguished scholarly contributions of individual members of the faculty by bestowing the Harold C. Schott Scholarship Award. This award, established in 2000, thanks to a generous endowment created by the Harold C Schott Foundation, honors outstanding research and scholarly achievement by a Cincinnati Law faculty member based on a collective body of work. The recipient of this awardis the speaker for this annual lecture.

Additions to the new edition include the 2015 congressional legislation (the FAST Act), SEC rule-making with respect to capital raising, and important U.S. Supreme Court decisions.

Celebrate Open Access Week!
Open Access Week 2024 is an opportunity to join together, take action, and raise awareness around the importance of community control of knowledge sharing systems. This year’s theme continues with last year’s focus on “Community over Commercialization.” This theme contributed to a growing recognition of the need to prioritize approaches to open scholarship that serve the best interests of the public and the academic community. Taking the unprecedented step to build on this theme for a second year highlights the importance of this conversation and presents the opportunity to turn more of these deliberations into collective action.

National Domestic Violence Awareness Month
October is National Domestic Violence Awareness Month. Begun in 1981 by the National Coalition Against Domestic Violence, it is a Day of Unity to connect battered women’s advocates across the country. In 1989 Congress passed Public Law 101-112 declaring the month of October to be Domestic Violence Awareness Month. This year's theme is Heal, Hold & Center.

Childhood Domestic Violence Association was originally founded in 2007 by Brian F. Martin, who grew up living with domestic violence. Their tools and resources are used to educate, train, and empower as they strive to reach their full potential.

National Center on Elder Abuse
The National Center on Elder Abuse (NCEA) is a national resource center dedicated to the prevention of elder maltreatment. The NCEA was first established by the U.S. Administration on Aging (AoA) in 1988 as a demonstration project on abuse, neglect, and exploitation. Given permanent status in the 1992 amendments to Title II of the Older Americans Act, the NCEA provides professionals, policymakers, and the public information and resources on elder abuse prevention and response to help ensure that older adults age with dignity and respect, free from maltreatment.
The National Clearinghouse on Abuse in Later Life (NCALL)
NCALL is committed to creating a world that respects the dignity of older adults and enhances the safety and quality of life of older victims and survivors of abuse. NCALL staff are available to provide technical assistance, consultation, training, and resources related to abuse in later life and elder abuse.
The Network/La Red

National Cybersecurity Awareness Month
October is also National Cybersecurity Awareness Month. Cybersecurity Awareness Month was launched by the National Cyber Security Alliance & the U.S. Department of Homeland Security in October 2004. Starting in 2023 with the launch of the Cybersecurity & Infrastructure Security Agency’s cybersecurity awareness program, Secure Our World is the enduring Cybersecurity Awareness Month theme. This theme recognizes the importance of taking daily action to reduce risks when online and using connected to devices.
